This is the IAB report for the period between IETF 113 and IETF 114. This report presents a summary of activities. More detailed information on many of the topics is also available at https://www.iab.org.

RFC Editor Model (Version 3)

The RFC Editor recently published four documents that came out of discussions in the RFC Editor Future Development Program on how to evolve the RFC Editor model:

The RFC Editor Model (Version 3) divides the responsibilities for the RFC Series into

two high-level tasks: policy definition governing the RFC Series as a whole, and policy implementation through publication of RFCs in all of the streams that form the RFC Series.

Under this model, the RFC Series Working Group (RSWG) is an open working group independent of the IETF that generates policy proposals. The Internet Architecture Board (IAB) and the Internet Engineering Steering Group (IESG) were tasked with appointing one chair each to the RSWG. The IAB has appointed Pete Resnick, who will serve a two-year term alongside Eric Rescorla, who was appointed by the IESG for a one-year term. To participate in the RSWG, sign up for their mailing list. The RSWG will hold a first meeting during IETF 114, on Monday, 2022-07-25. Thanks to Pete and Eric for agreeing to take on this role, and also to all of the other candidates for their willingness to serve the community in this position!

The RFC Series Approval Board (RSAB) is an appointed body that approves RSWG proposals for publication in the newly-created Editorial Stream. The RSAB has been named, with the exception of the RFC Series Consulting Editor (RSCE). Recruitment of the RSCE is currently underway, and the RSCE will join the RSAB when they are hired. The current RSAB includes:

  • Jay Daley (IETF Executive Director, non-voting ex-officio)
  • Lars Eggert (IETF Stream representative)
  • Sandy Ginoza (RFC Production Center representative, non-voting ex-officio)
  • Mirja Kühlewind (IAB Stream representative)
  • Eliot Lear (Independent Stream representative)
  • Colin Perkins (IRTF Stream representative)

RSAB meetings will be announced on the RFC Editor website and to the RSWG mailing list at least one week in advance. RSAB meetings shall be open for public attendance, with the exception of confidential matters that require executive session. The RSAB may be reached at rsab@rfc-editor.org. The archives of this mailing list are public.

With the establishment of the new RFC Editor model, the IAB has closed down both the RFC Editor Future Development Program and the RFC Series Oversight Committee (RSOC). The IAB would like to thank the RSOC members, the RFC Editor Future Development Program chairs, and all participants for their active engagement!

Appeals

There were no appeals during this reporting period.

Appointments

In April, the new slate for the ISOC Board of Trustees was announced. The IAB, on behalf of the IETF, appointed Victor Kuarsingh to the BoT back in March, but the appointment was not announced until the full BoT slate was available. The terms of office for all of the new Trustees commenced with the Internet Society board’s 2022 Annual General Meeting back in June.

Also in April, the IAB reappointed Vittorio Bertola to the 2023 ICANN Nominating Committee.

In May, the IAB appointed Jim Reid to the ICANN Root Server System Governance Working Group (GWG).

Earlier this month, the IAB reappointed Tim Wicinski to the Community Coordination Group.

The IAB is in the process of reviewing the IETF appointment to the ICANN Root Zone Evolution Review Committee and the IETF Liaison to the ICANN Board of Directors. Please send any feedback to iab-chair@iab.org and execd@iab.org by Tuesday, 2022-07-26 at 2359 UTC.

The IAB is currently looking for a new liaison manager to ISO/IEC JTC1 SC6. If you are interested, please send a brief note to liaison-coordination@iab.org that explains your interest, your background, availability to attend meetings, and whether you have any potential conflicts of interest.

IAB Open Meeting

During IETF 114, the IAB will hold an IAB Open Meeting on Tuesday, 2022-07-26 from 13:30-14:30 Philadelphia time. The goal of this meeting is to increase interactions with the community in both directions: providing information about and reporting back on technical work done, as well as gathering input about on-going work.

The IAB has not sent any liaison statements since IETF 113.

Liaison Report Highlights

April 2022:

  • IANA reported on the minutes of the IETF-IANA Group’s February meeting.
  • The IRTF Chair reported that Taejoong (Tijay) Chung (Virginia Tech) and Marwan Fayed (Cloudflare) will co-chair the Applied Networking Research Workshop (ANRW).

June 2022:

  • IANA reported on the minutes of the IETF-IANA Group’s April meeting.
  • The IRTF Chair announced that Sam Kumar and Tushar Swamy will give their ANRP award talks at IETF 114.

Technical Programs and Support Groups

All active programs and groups are listed in the datatracker https://datatracker.ietf.org/program/.

The Internet Threat Model (model-t) Program held an interim meeting on 2022-04-05 to review their current  documents and discuss the way forward.

The Evolvability, Deployability, & Maintainability (EDM) Program is continuing work on draft-iab-protocol-maintenance and planning a side meeting on Thursday morning during IETF 114.

The IETF-IANA Group meets once per meeting cycle. Meeting minutes are included in the monthly IANA liaison report to the IAB.

In June, the IAB formed the IETF-IEEE Group to to support coordination activities between IETF and IEEE 802 as documented in RFC 7241.

Also in June, the IAB formed the IAB-ISOC Policy Coordination Group to inform and coordinate various Internet policy related activities of both the Internet Society and the IAB.

Documents and IAB Statements

In April, the IAB responded to the FCC’s request for comments on Secure Internet Routing.

The IAB also released a statement on Mandated Browser Root Certificates in the European Union’s eIDAS Regulation on the Internet.

Earlier this month, the IAB responded to the Office of Science and Technology Policy (OSTP)’s Request for Information on Advancing Privacy-Enhancing Technologies with an IAB Statement to OSTP on Privacy-Enhancing Technologies.

Workshops and Workshop reports

The IAB recently approved draft-iab-aid-workshop-01: Report from the IAB Workshop on Analyzing IETF Data (AID), 2021.

In June, the IAB sent draft-iab-mnqeu-report-03: IAB workshop report: Measuring Network Quality for End-Users out for community review. The Call for Comments is open until 2022-07-27. Please send comments to architecture-discuss@ietf.org and iab@iab.org.

The IAB has issued a call for papers for a workshop for October on Management Techniques in Encrypted Networks (M-TEN). If you’re interested in participating, please submit a research proposal by 2022-08-19 to mten-workshop-pc@iab.org.

The IAB is also planning a workshop for later this year or early 2023 on measuring the environmental impact of Internet applications and systems. Stay tuned for more details!

The rfc-interest list is moderated by the Temporary RFC Series Project Manager. As for all mailing lists of the IETF, we also expect professional behavior on our mailing lists.
